2 Meeting open to the public - there were no members of the public present.
3 Declaration of Councillors' Interests
Chairman reminded Councillors that they should declare an interest where this was involved.
4 Minutes of meeting held 10 October 2005 were confirmed as a true record and signed by the chairman.
5 Report from Borough Councillor
Phil Bromhall reported that the parent company of R.M.S. is not happy with their "Days of Thunder" and it is possible it will be reduced or discontinued.
He also reported that "Catalyst Corby" is to combine with "North Northants Joint Planning Unit".
Applications to the members Community Fund will be agreed/disagreed at the next Council Meeting.
6 Report from County Councillor
Stan Heggs reported that there are still some drains in the village to be sorted out, a further meeting is to be arranged when they will be discussed.
A speeding survey in Corby Rd, Gretton had been carried out and a significant number of vehicles were travelling at over 30 MPH; further surveys would be carried out and a report issued in due course.
7 Matters Arising from Minutes
a Details of Corby Voluntary & Community Services group transport usage had been received, membership costs £30 per year and a person to co-ordinate the scheme is needed. It was thought this could come under the umbrella of the new Recreation Ground committee and this would be discussed at their first meeting, to be held in the near future.
b Clerk has received a breakdown of the quote received from R. Clarke but had not yet received a quote from other parties. Agreed be left to the next meeting.
A meeting had been held recently and the following points discussed:
a Transport issue - agreed to send out a questionnaire to the youth of the village asking what they wanted and when.
b Issues and Options =- details to C.B.C.
c Village Hall Plan had been discussed - the letter sent to all residents in the village had raised funds to a total of £38000, there was also an increase due to the £500 club lottery. Village Hall will apply to the "Big Lottery Fund".
d Neighbourhood Watch scheme was discussed and is looking for co-ordinators.
e Notice Boards & Newsletters were discussed and agreed that most people relied on the Newsletter for information and notices in the Post Office, there is a possibility that a notice board could be positioned next to the Post Office.
f Newsletter editor Neville Rumbelow had agreed to issue three issues per year, he had sent out letters to all contributors with revised dates. It was hoped that organisations would concentrate on future plans rather than what had already happened.
g Terri Meechan had agreed to organise a meeting of the Recreation Ground committee, agreed youth members are needed even if they do not represent a specific organisation.
9 Correspondence
a Details of footpath from Kirby Rd to the Recreation Ground had been received from Corus, it appeared this question had been asked in 1986 - Tim Fox agreed to have a look at the plans etc.
b CPRE invitation to Carols etc on Thursday 8 December.
c Community Planning Network evening at Wadenhoe 28 November.
d LEPRA Cookie for a Cure - World Leprosy week 22-29 Jan 2006.
e NALC subs for 2006 £50 plus 16p per elector.
f East Midlands Regional Assembly consultation events 17 November at 10 a.m. Guildhall, Northampton - comments wanted by 16 Jan 2006 - to be put in circulation file.
g Gretton Newsletter - suggested dates Feb 1st, May 1st, Sept 1st - agreed these dates be accepted with the possibility that the Sept date be put back a week to allow printing to be done by Uppingham Community College.
h Rockingham Forum minutes of meeting 12 July - to be put in circulation file.
j North Northants Joint Planning Unit - Tim Fox had agreed to go to the meeting at Corby on 24 November.
k Letter from Phil Hope MP informing council that Village Halls will be able to benefit from "Big Lottery Fund", he will send details when they are published.

10 Highway Matters
Urban Highway Grass Mowing 2006 - offer of £640.65 for carrying out the grass mowing incl. Clearing of footpaths & rights of way. Agreed to ask O'Connors to look at quoting for this extra work and also to ask Caxtons to quote for the whole of the grass mowing.
11 Planning Matters
a Replacement window, additional window to cloakroom, additional rendering to west wall & internal works - The Old Vicarage, station Rd - no observations.
b Extension to existing lean to & new pitched roof - planning & listed building application permission - no observations.
c Change of use of part of land to showground incl. Engineering operations - Rockingham Motor Speedway - concern over landscaping aspect of change, will there be screening from road? Also concern over area being covered as understood that this was an area where toxic material had been dumped. Would look to be assured that any areas with this problem will not be disturbed. Would like assurance that the "Reserved Area" will not be disturbed. Concerned that the Traffic Management Plan will cope with the expected 8000 cars per day to the site.

13 Police Matters
A letter received from Chief Superintendent regarding Public re-assurance and stating certain officers would attend Parish Council meetings at certain times - letter to be put in circulation file.
PCSO Phil Beckett had informed clerk he would be attending the meeting but he did not turn up.
Terri Meechan reported on the incident discussed at the last Parish Council meeting - although the incident had been reported to PCSO Phil Beckett there had been no report made out to Corby Police Stn and no visit from the Police to make a statement.
14 Ian Radcliffe gave a report on the latest situation regarding the provision of a Travellers site in Corby.
The local authority needs to assess the needs and provide sites for travellers; the Housing Act states that the Council must provide facilities for travellers depending on needs.
The proposal to be put to the Council is that a site is provided to the North of the existing site in Gretton Brook Road and that the existing site is leased to the Travellers using the existing site. If a site is not provided for "Travellers" it leaves C.B.C. in a very weak position if someone wants to buy land to set up a site.
It is expected the proposal will go to the Scrutiny committee in December, the Policy committee 2 weeks later and application for planning permission by end January 2006. If permission is given the money should be made available by April 2006.
The Parish Council made it clear it was not happy with the proposals and thought C.B.C. should look at other sites in Corby Borough.
15 Any Other Business
Marshall Ferguson reported that the salt bin at the top of Clay Lane had been damaged by Jackson Building Centres- to be reported to Street Doctor.
Also reported lighting problems in Kirby Rd opposite top of Caistor Road, also the light in front of the Church. Also reported potholes in Southfield Rd outside no. 23.
Tim Fox reported problem with light in Arnhill Rd opposite no. 36 - this is covered by a tree.
Mark Thompson reported on dog fouling in the recreation field.
Paul Seaton had been asked by the scouts if they could make use of Pick Playing field as a place to do cooking; as this had been discussed and agreed in September clerk would pass information regarding obtaining a grant from C.B.C. to Paul Seaton.
Terri Meechan reported she had ripped her skirt on a rose bush in School Road
Ailsa Dempster reported the overgrown hedge in station Rd with considerable brambles causing problems to pedestrians, agreed clerk would write C. Woolston asking him to cut back his hedge.
She also reported the picnic area at the top of Harringworth Hill was very overgrown - clerk to contact E.N.D.C.
