Suzanne Preston (RPO) reported on a Home Office initiative to promote community safety. The PCSO teams would be involved to set up projects. There will be a Fun Day in Weldon with statutory authorities present and open to input from the public. It is hoped this event will have a bearing on reducing burglaries and anti social activities. Also, PCSOs are keen to promote information sheets for residents to place beside front doors when strangers call on vulnerable people. A community litter pick was suggested. Dates are 24-29 November to involve voluntary groups. Ailsa Dempster agreed to co-ordinate a village effort.
Chairman reminded councillors to declare an interest where appropriate.
Minutes of the Meeting on 8 September were accepted as a true record and duly signed.
Matters Arising:-
Japanese Knotweed:-
The owners of the land to the west of the railway line over Station Road have been informed that Knotweed has been located in the area. It is understood that Network Rail own the land to the east of the track and they will be notified.
Street Lighting:-
Corby BC have reported by email that a survey has been carried out and repairs will follow soon. Any additional lights may have to wait until next financial year.
Report from CC:-
Stan Heggs reported that he and Colin Gilder would tour the village inspecting the roads. Stan to receive a copy of the road report compiled in August by Parish Council.
Report for BC:-
Terri Meechan informed Council that Corby BC were promoting an Awards Scheme for young people showing community spirit in various activities. Terri has the required forms.
Phil Bromhall provided councillors with copies of a briefing note relating to plans for Brookfield Plantation on Gretton Brook Road. There are two proposals of which the first is for the currently built up area of the site to have a biomass fuel generating plant (composting) and an electricity generating facility using the products from the plant. This is a County Council Planning responsibility. Apparently dependent on the success of this application the second proposal is for the construction of various sizes of buildings to use the outputs from scheme 1 and high profile companies with quality environmental facilities are sought eg Marks and Spencer Foods. Trees would be planted to compensate for losses. Further information requests and comments can be forwarded to Phil c/o Corby BC
Proposals for Recreation Ground:-
Tim Fox reported that meetings had been held with interested parties and representatives from Clubs and local residents had attended. The Parish Plan of 2004 had identified improvements needed and a way forward was mooted with the Open Day being well attended. In order that grants can be applied for a body other than the Parish Council must be established and 'Friends of Gretton Recreation Ground' has been suggested with representatives from the Clubs and Parish Council with a constitution and aim to improve the ground for the benefit of all. The next meeting is planned for 12 November and Tim Fox, Terri Meechan and Andy Royle are nominated by Parish Council to attend.

Hedges on Clay Lane to be trimmed - landowner informed.
A resident of Station Road has had problems with sewage overflow on his property due to storm water. Anglian Water have been informed.
The prospect of yellow lines on School Road was raised. To be taken up with Northants CC

Inconsiderate lighting of bonfires was discussed. Entry for Newsletter.
Julie and Mike Powell have installed CCTV cameras which operate in both directions in the High Street.
Condition of the kerbstones is a problem at junction of Caistor Road and High Street.
A sundial will be placed in the Pocket Park to celebrate Ivy Woolston's 100th birthday. Pocket Park committee to work out details using reclaimed bricks.
The telegraph pole at the Village Hall will be moved by BT to facilitate the extension.
Land at the far end of Hatton Lane has become a dumping ground for a variety of rubbish. The landowner to be informed.
Date of Next Meeting will be on Monday 10th November at 7.30pm in the Village Hall.
