Report from County Councillor:-
Stan Heggs will seek Northants CC funding for the replacement of railings around the Village Green. As soon as quotes are received the forms can be completed.
Chair reminded Councillors to declare an interest where appropriate.
The Minutes of the Meeting on 10th September were amended to show that the proportion of the Sec.106 agreement of £80,000 had been designated for play. No decision has yet been taken as to how this money will be spent.
The Minutes were accepted as a true record and duly signed.
Matters arising:-
It is hoped to secure an additional quote for Footpath works before the next meeting.
Two further areas of tipping hot spots were identified namely the road to Rockingham and Gretton Brook Road near the Power Station.
Report from Borough Councillors:-
Phil Bromhall and Terri Meechan reported that a request has gone to the Secretary of State to effect a boundary change between Corby BC and East Northants DC. The objective is to bring RMS and all of the Priors Hall development into Corby BC jurisdiction. In many ways it is a logical step to place control in one authority thereby reducing paperwork and extra consultation.
RMS has breached noise conditions recently and complaints have been received from Weldon and Gretton. Enforcing action may be forthcoming.
Any complaints relating to the bus service should be addressed to Andrew Coleman at Northants CC.
Also, reports have been made that bus passes which are free of charge actually state half fare. This wording should be ignored.
It is planned to recruit Junior Councillor(s) for Gretton PC from Year six at Gretton School. An election will be held in School.
The meeting was addressed by Messrs. Drummond and Pask representing Mr. G. Griffiths, landowner on Corby Road. They are seeking Parish Council views on development of an area of land about seven acres in size opposite the Avenue Farm site. They propose construction of around thirty houses. One acre of the proposed site is owned by Gretton PC currently let on a grazing licence. The whole area of proposal is outside the parish development envelope as identified on the Parish Plan and recognised by Corby BC.
Messrs. Drummond and Pask left the meeting
Council considered that such a proposal was too much for the village at this time. The infrastructure is stretched in many ways, particularly highways, and Avenue Farm is already underway. There is no reason to change the Parish envelope as it stands.

Letters from:
(i) Park Lodge Farms requesting another meeting on the Southfield Road project. Clerk to reply in the negative as nothing is deemed to have changed since our meeting in January. Clerk to contact Northants Education Dept. and also invite Mike Deene-Hall - Headmaster to our next meeting.
(ii) CPRE inviting councillors to a Project Management Course
(iii) Nordis Signs inviting a response relating to signage in the village. Ailsa Dempster requested three signs indicating the Village Hall. Clerk to contact Ian Tattersall at Corby BC.

Tim Fox reported that a meeting had been arranged with the Rural Pride Officer to discuss recreation.
Planning:-
07/00441/LBC - New windows and rooflight, internal alterations, 13, High Street.
The in-vessel composting plant proposal has been accepted by Northants CC and will be sited near Slate Pits corner on the road to Kirby Hall.
Documents have been received and comments are invited on the Corby Northern Orbital Road Phases 1&2

Any Other Business:-
The Half pipe on the Recreation Ground has been removed. A replacement is under consideration
Year 7&8 pupils who use Lydia's Coffee Shop to be invited to consider a Junior Councillor position.
The rubbish under the bridge has still not been cleared. Footpath warden and Bob Seery at Northants CC to be consulted.
The deadline date for the Autumn Newsletter has been postponed to Friday 26th October. Contributions are invited.
The hedge on Station Road needs trimming. Clerk to pursue.
The hedge at 10, Arnhill Road to be cut back. Council to pursue.
Due to Tom Guest's ill health a Flag Steward is required. Various names were mentioned. Clerk to follow up.
