Present: Marshall Ferguson - chair, Ailsa Dempster, Terri Meechan, Barrie Woolley, Tim Fox, Sue Forsey, Paul Seaton, Phil Bromhall - Borough Councillor, Phil Oram - Clerk, 3 members of the public.
Before the meeting proper started a brief report about the forthcoming garden waste recycling was given by Joanne Hackney and Ian Hopewell. It is expected that an additional wheelie bin will be delivered to each household for garden waste; collection of garden and ordinary waste will be on alternative weeks. Although there are certain collection problems to be overcome these are being looked into and it is hoped they will be sorted by the time collection starts.
The Police also gave a brief report on the new re-organisation of the Police as from 4 October. She has had words with the people involved in incidents reported to her last month as well as a recent accident in Finch Hatton Drive. The problems with 'Raves' was reported to PC Helen Greenfield and she would look into this. She also reported that she is responsible for wildlife crime and they are attempting to get 'Specials' to be the local point of contact in the villages.

2 Meeting open to the public
Residents of 1 High St and The Coach House, High St attended in order to discuss the planning application for 1 High St. It was said that 1 High St is not a listed building and it does not come into the curtilage of Gretton House so should not cause any problems with planning permission. The two parties concerned agreed to leave the meeting to discuss any problems that might arise between them.
3 Declaration of Councillors' Interests
Chairman reminded Councillors that they should declare an interest where this was involved.
4 Minutes of meeting 13 September 2004 were confirmed as a true record and signed by the chairman.
5 Report from Borough Councillor
Phil Bromhall reported the Police re-organisation as from 4 October and gave out the phone no. for 'Northern Area Customer Service Unit (445532). Asked if the Council could put up a notice asking for Special Constables, who would operate in the villages. Enquired if residents had received the latest phone book of the Kettering Area, following a petition for it.
He reported that 'Travellers' had submitted a planning application for caravans in a field on the Rockingham Rd.
He reported that the Boundary Review had suggested that Gretton be amalgamated with Weldon and Rockingham with Cottingham & Middleton; he would prefer to be included with Welland Valley villages.

7 Matters Arising from Minutes
a There are one or two minor points top sort out with the lease with the Sports & Social Club - Paul Seaton reported that they should easily be sorted and be ready by the end of October.
b Licence for public entertainment for Hatton Arms - the notice outside the Hatton was for courtesy only, the formal notice was in the E.T. The licence has been granted for a period of 6 months from when the pub re-opens; licence times are Mon - Sat 11 a.m. to 11.30 p.m. and Sun 11 a.m. to 10.30 p.m.
8 Correspondence
a NCC Local Transport Plan consultation paper & questionnaire to be completed by 31 October - Ailsa Dempster agreed to complete this.
b National Association of Councillors AGM is Friday 22 October at Telford.
c Corby Growth Options Report - N. Stronach would like to discuss with P.C. - agreed to ask him to come to the next meeting.
d DEFRA consultation on Clean Neighbourhoods - this document is available from website or phone for hard copy.
e NALC AGM Sat. 23 October.
f Letters from residents of Southfield Rd regarding Saturday night 'Raves' and speeding vehicles - there is a new plan for a barrier, to be sent to Rights of Way officer. Also write to residents explaining what PC is doing and what residents can do by contacting Police.
g Results of the Village of the Year competition had been received - generally 'could be better', War Memorial needs a lot of tidying up. Ailsa Dempster had a booklet about grants for War Memorials - clerk to look at and report at next meeting. Clerk to write to British Legion for help in bringing War Memorial up to date.

a Craxford Rd/High St/Maltings Rd junction improvements - design had been received - suggested that cobbles be put down as being more in keeping with the village, this had also been requested by the two residents either side of Maltings Rd junction.
b Letter received from Atkins saying they will look at the vegetation overgrowth reported at last meeting.

b Erection of dwelling with garage to rear - 17 Arnhill Rd - outline planning - concerns over access, turning area & parking for new & existing dwellings.

d Extension to existing dwelling & outbuilding - 1 High St - no observations.
e Field shelter for horses in farmland N.E. of Lyddington Rd track - permission granted subject to certain conditions.

h Recycling Facility - Gretton Brook Rd - change of use - no observations.

j Phone call from Rebecca Hughes informing clerk she has had all necessary details from 'Travellers' for planning application - initial reaction is that siting of mobile homes in that location is not appropriate.

13 Village Plan
The first draft is progressing - a meeting of Parish Councillors and people involved in draft plan to be arranged for Monday 25 October in Baptist Church room at 7.30 p.m.
14 Any Other Business
Barrie Woolley asked if the replacement wheelie bin for the cemetery had been sorted - clerk had made a request but had not heard anything, clerk will chase CBC.
Sue Forsey reported that the Picnic Area at the top of Harringworth hill need tidying up - not sure if responsibility is CBC or ENDC - clerk to find out.
Terri Meechan complained about light dazzling her on Phoenix Parkway - clerk to talk to Ian Tattershall.
Also asked if we could have leaflets from the dog warden, as there seems to be a lot of new people in the village with dogs - clerk to chase.
Ailsa Dempster had received a letter from Lee Wright suggesting that the waste grass area on the corner of Southfield Rd and Latimer Close be made into a car park, as Southfield Rd is having parking problems. Agreed clerk write to CBC asking them to make this a car parking area and if possible to use green tarmac
Ailsa Dempster advised Parish Council that there were tables and chairs to be disposed of from the Village Hall.
