Elisabeth Jordan on behalf of the Pocket Park Committee reported that plans for the sundial in celebration of Ivy Woolston's 100 years were complete and work would start soon. She also commented that walkers had remarked that the War Memorial bore no commemorations since 1945. Parish Council are not aware of any casualties since that date and invite contributions from villagers.
Carol Anderson, manageress of Lydia's Coffee Shop requested a grant towards new flooring for Lydia's playroom. Stan Heggs agreed to explore possibilities from his Councillor's fund.
Chairman reminded councillors to declare an interest where appropriate.
Report from County Councillor:-
Stan Heggs requested an amendment to the Minutes of 13th July to reflect that he is Vice chair of Customer and Community Scrutiny Committee at Northamptonshire CC. He has discussed Gretton road conditions with Richard Woodhouse at May Gurney WSP and agreed budget inclusion for improvements in 2010/11.
Council heard that Caldicott bridge was to be repaired with diversion signs around the main roads. Complaints were again registered that despite repeated requests no weight restriction signs are evident in Gretton.
Two PCSOs newly appointed to the area attended the Meeting. Mark Tooley and Nathan Murray reported no major incidents and encouraged villagers to remain vigilant and report any situations if suspicions are raised. The non-urgent telephone number is 07710 331863 and more urgent items particularly out of hours is 03000 111222.
Suzanne Preston (RPO) reported that during Local Democracy Week Gretton would host events particularly one aimed at youth participation. Thursday 20th October is suggested and more information will be available soon. She also informed Council that cash was available for a new dog waste bin and siting in Arnhill Road was suggested.
The Minutes of the Meeting on 13th July were agreed as a true record and duly signed.
Matters Arising:-
The contract for repair of the bus shelter was given to SF Homeworks and the job is now complete. Clinkers footpath is owned by Hugh Clarke of Lyddington. The area is registered with Land Registry.
The planning application for extension to 10, Harringworth Road has given rise to correspondence between Council and the applicants. Council has made all the relevant papers available.
Lamb and Holmes in Corby hold deeds for various areas of Parish Council owned land. These will be recovered and registered.
The Village Hall and its environs will be registered in the name of Gretton Parish Council.

Village Plan:-
Tim Fox reported that the planning application for the M.U.G.A. on the Recreation Ground is with Corby BC. The Friends of Gretton Recreation Ground require a lease from Parish Council for ten years minimum to enable grant to be forthcoming. The maintenance will be handled in-house and thought not to exceed £400 per annum.
Planning:-
09/00295/DPA:- 4 detached dwellings on land at 9, Station Road
This is a resubmitted application and developers have taken into account most of the objections previously raised.
The reply to Corby BC to include concerns about access and carparking for residents and visitors; preservation of trees and the proposed height of the properties. The capacity of the sewer is of grave concern; it is unable to cope at present and four new properties are planned. Rain water harvesting to provide water for purposes other than drinking to be suggested. Anglian Water also to be asked to comment.
Council are informed of an application to Northants CC to increase the size of the recycling plant soon to be constructed on Gretton Brook Road. No objections were forthcoming.
A document has been received from Corby BC showing open spaces in Gretton. Gradings are attached relating to availability for building should the need occur. The land with minimal risk includes Pick Playing field, Pocket Park and Spendlove field adjoining the Village Hall. Tim Fox to reply to Corby BC.
A spatial study from Northants CC was considered. Various options are shown for the development of the county. Option 1 shows growth for Corby, Wellingborough and Kettering with the rural areas to remain as they are. This was considered to be the preferred option for Gretton and representations will be made.

Any Other Business:-
Paul Branagh and Mark Thompson have done further work to the sewer serving the Sports Club. The fabric of the pipe is good but it was again blocked causing the pump to malfunction. A new pump is ordered and the old one will be refurbished to provide a spare. A soakaway will be dug by the cage on Club land.
Spendlove Field requires trimming at the points at which it meets the road.
Brown signs with white lettering are required for direction to Village Hall and Post Office. Northants Street Doctor to be contacted.
Painting of rails and lamp posts on Village Green to be added to budget for 2010/11.
Gretton Sports Club have asked for permission to construct decking between the Club and the Pavilion. More information is requested relating to actual positioning required.
Date of next Meeting to be Monday 12th October at 7.30pm in the Village Hall.
