Chairman reminded councillors to declare an interest where appropriate.
The meeting was addressed by May Barclay who has been allocated funds for use in voluntary projects in Corby BC area. She is particularly keen on youth schemes, Clubs and transport which could become available. She brought various pamphlets which were circulated to councillors. Our two Junior Councillors were asked to give thought to the situation and report back. Health and Safety is an important consideration on any future decisions. Julie Cardwell at Corby BC may be able to advise on Youth Clubs.
Rees Lawson was welcomed as a Junior Councillor.
Minutes of Meeting on 14 August were accepted as a true record and duly signed.
Report from Borough Councillor:
Phil Bromhall reported that Church Gap is still looking untidy despite the pond having been cleared of rubbish. He has discussed with Phil Beckett - Community Police Officer who will visit the site from time to time.
Accidents occur occasionally in Rockingham on the junction with Gretton Road. Some speed control was discussed; perhaps flashing 3Omph signs. Clerk to pursue with Northants CC.
Plastic Bottle Bank is for bottles only as other plastic objects cannot be recycled.
The poor appearance of 'Clinkers' footpath was again raised in Council. Clerk reported that he had discussed with the Footpaths Officer and Northampton CC were due to return to make good previous work carried out. It was suggested that the control of vegetation around the path could be included in O'Connor's contract for 2007.

Village Plan:
Planning in Gretton is integral to the Rockingham Design Statement. Council felt that Gretton had no particular style of its own where planning applications were concerned. Corby BC are in accord with village policy at the present time.
Another reply to the correspondence from Smith Stuart Reynolds re Southfield Road development was not considered necessary at this time. The company are aware of Councillor's views.
Terri Meechan to write to Maurice Kellner who updates the village website to invite him to the next meeting to discuss the future of the website.
Mark Thompson to deliver the Newsletter to Maltings Road in the future in place of Vic. Clark.

The observation made was that the justification did not seem to match the size of the proposed building.

Demolition of Barn and wall, erection of new house with integral garage. Clerk to reply to Corby BC observing that the original objections to this application relating to vehicular access on to Kirby Road within 25 metres of the busy junction with Corby Road still stand. Other specific points raised by the applicant to be answered at the same time.

Marshall Ferguson reported that Jim Milligan would not be charging for his work on the Notice Board. Clerk to send a letter of thanks.
The Post Office are carrying out a survey of villagers who may want daily newspapers from the shop. Council are in support of this.
Tim Fox raised the state of the footpath alongside the Recreation Ground leading into Stafford Road. Parish Council to obtain a price for resurfacing and check with Footpaths Officer as to whose responsibility.
Andy Royle reported no change to the Height Restriction sign at the railway bridge. It needs to be permanently fixed following work by Network Rail. Clerk to pursue.
Terri Meechan asked for 'Emergency Vehicle' notices to be placed on gate to Recreation Ground to prevent vehicles being parked across it.
Ailsa Dempster reported that 30 'Welcome Packs' had been given to new residents since May. Julie in Post Office was commended for doing an excellent job in identifying new villagers and informing them of the packs.
