2 Meeting open to the public
Donna McIntyre from C.V. & C.S. introduced herself and gave a brief outline of her position, the main purpose being to provide information and advice on funding and identification of new Voluntary community groups. Donna McIntyre was given a copy of the "Village Plan", she agreed to look at transport problems and she would highlight areas of help available. A member of the public brought up the speed of traffic coming into the village; this was discussed in great detail as this has been subject to discussion on previous occasions. It was agreed the clerk write to Debbie Strong, Manager of NCC Highways, and ask for her help in getting traffic calming measures introduced, with a copy of the letter to Stan Heggs, County Councillor.
3 Declaration of Councillors' Interests
Chairman reminded councillors that they should declare an interest where this was involved.
4 Minutes of meeting held 11 July 2005 were confirmed as a true record and signed by the chairman.
5 Report from Borough Councillor
Phil Bromhall reported that the Boundary committee had decided that Gretton and Weldon should be one Ward, against the wishes of himself and Gretton Parish Council.
He also reported that the light outside the Post Office keeps going on and off - clerk to report. VThe footpath at the top of Kirby Rd to Fulwell Avenue is overgrown - this has already been reported to Anglian Water, clerk will write again and also to the resident in Fulwell Ave who has a responsibility to keep his hedge trimmed.
The pond at rear of the Church is in a poor state; this should be cleaned out twice a year, clerk to contact O'Conners.
He reported that Councillors were impressed with the well-worded response to the Southfield Rd development.
Community Leadership Fund applications were available for community activities, which could be part funded if this was appropriate. A copy was left with the clerk so copies could be made if necessary.

7 Matters arising from minutes
a Children's playground - no funds available from C.B.C. or Catalyst Corby but clerk has details of possible funds from other sources - there was no report available from parents.
b There were four applications for the casual vacancy - it was agreed to hold interviews on Monday 22 August and Andrew Royle would arrange for a framework of questions to be given to the applicants prior to the meeting. Clerk would send out letters advising applicants of date and time, along with the questions.
c Ailsa Dempster reported on her attendance at the Village of the Year competition - we did not win any of the awards, although only winners were given.
d Tennis courts at Pick Playing Field - there is only room for one tennis court and some car parking - clerk had found some details of the Pick Playing Field but not the deeds, he will carry out another search for the deeds.

d Alteration & extension to existing buildings - 1 High St - Planning permission and listed building consent granted subject to certain conditions.
e Alteration & extension to existing buildings - Coach House, High St - Planning permission and listed building consent granted subject to certain conditions.
f Replacement roof - Hatton Arms, Arnhill Rd - no observations.
g Vehicular access to 2 Caistor Rd - permission has already been granted by NCC. Copy of letter from NCC and sketch plan of new access has been received from applicant. Council were concerned about the traffic problems as explained to CBC for access to barn - clerk to write to NCC stating same concerns over traffic.
h Tim Fox reported on the out come of the Corus development at Avenue Farm and land adjoining the farm at the Development control meeting. Permission for the farm was granted and outline planning permission for land adjoining, both subject to certain conditions.

Terri Meechan had been asked why the grass had not been cut in Southfield Rd and Fulwell Ave - clerk to write to CBC.
Ailsa Dempster is proposing to send a letter to CBC regarding collection of the plastic re-cycling at the Village Hall, it needs to be collected twice per week and would like the Parish council's support in this. Agreed support be given and clerk to include this problem in his letter about other problems.
