Councillors were reminded to declare an interest where appropriate.
The Minutes of the Meeting on 8th June were accepted as a true record and duly signed.
Matters Arising:-
Despite extensive chasing no quotes have as yet been received for repair to the bus shelter.
Elisabeth Jordan( History Society) provided some documents relating to Clinkers footpath which established its boundary at the rear of Appletree Cottage. Chairman agreed to visit Hugh Clark (Landowner). Mrs. Jordan was thanked for her contribution.
Report from County Councillor:-
Stan Heggs thanked his supporters for his re-election as a County Councillor for this area. He has been appointed vice chair of the Overview & Scrutiny Committee and has relinquished membership of the Development Control Committee.
He reported that the recycling plant on Gretton Brook Road may be the subject of a new planning application as the developer is trying to extend the building.
Heather Smith is now the County Councillor responsible for roads.
Report from Borough Councillor:-
Phil Bromhall informed Council that the Rockingham Triangle development would be reported on in the near future.
The Borough and County Councils are working towards a Joint Overview & Scrutiny Panel.
Phil has been assured that there are no plans to build on village lands - boundaries to be kept in place.
Planning:-
09/00190/DPA:- Extension to form annex and integral garage at 10, Harringworth Road
This proposal would extend the house to the rear overlooking the garden of 10a and taking out light particularly in winter and spring. The plans show windows overlooking 10a
Clerk to write to Corby BC pointing out the proximity to 10a and the resulting privacy loss. Frosted glass would be an advantage and the windows non opening. It is desirable for the planners to view the extension from the perspective of 10a before making a decision.
09/00150/OUT:- Outline application to develop land to the rear of 38, High Street with 3 bungalows. No objections
09/00212/DPA:- Two storey extension on the site of existing single storey extension and porch at 59, High Street. No objections
09/00246/DPA:- Tiled instead of glazed roof on extension link to main house at 1, High Street No objections

Matthew Moore to produce Parish response. Council to appoint Marshall Ferguson as Highways contact and Paul Seaton to oversee tree issues.
Ian Boyes from NCC explaining that hatching areas would be painted on parts of the road in the High Street in an attempt to deter heavy vehicles from mounting the pavement.
NALC informing Council that their AGM is on 14th October.
Corby BC requesting additional parish representation on the Local Standards Committee.

Village Plan:-
Tim Fox continued his review of the Parish Plan and introduced the section on Environment.
'Prevent dog mess in Gretton'- An ongoing campaign
'Litter on Recreation Ground'- Very much reduced due to Sports Club members vigilance at key times.
'Improve signposting and accessibility of footpaths' - Ongoing project helped by Mel Jarvis' book on Corby Walks
'General litter prevention and clean up'.- Annual clean up takes place
'Improve entrance to village and signposts' - NCC are responsible for signage so ongoing campaign. Corby BC have an initiative to remove temporary signs from surrounding roads.
'Clean up and improve Water Tower area' - Annual discussions take place with Anglia Water.
'Recycle cardboard and plastics' - Green and brown bins are now in operation.
'Firework noise'- Less of a problem in recent years.
'Rockingham Speedway noise'- Checked regularly
'Improvements to Church Gap' - Pond is cleaned regularly and litter bins are available.
'Pick Playing field'- Used regularly by Cubs and Scouts; alternative uses are being investigated.
'Cycle and pedestrian routes on roadsides'- There is a need to improve these with a possible path to the river mooted.
'Prevent fly tipping'- Corby BC are making efforts to eradicate this practice.
Recreation Ground:-
The Friends of Gretton Recreation Ground meet regularly. At the Open Day in May a plan was proposed for a MUGA around 2.5 times tennis court size. After various objections centred around noise and light pollution a new area is proposed measuring 37m by 18.5m alongside the children's play equipment area. A Community Spaces grant is sought and a Playbuilder grant to refurbish the BMX track. The liabilities include maintenance of £300 and insurance of £100 per annum. A planning application will go to Corby BC in August.

Police:-
Parking outside 59, High Street is causing a hazard. PCSOs to be informed.
A black Saab seen recently has appeared again and will be checked out.
Any Other Business:-
The sewer serving Station Road cannot cope with sudden heavy rain and raw sewage is ejected from manholes. Anglian Water to be informed.
The hedge by Nos.7, 8& 9 Arnhill Road requires trimming.
The refurbished Village Hall will be officially opened on 5th September.
The light outside 12, Station Road is not working. Corby BC to be informed.
The Southfield Road sign requires repainting. Corby BC to be consulted.
At various times horse droppings are a village nuisance. Horse owners are encouraged to clear up after their animals and a plea to this effect will be included in the next Newsletter.
Date of Next Meeting will be 14th September in the Village Hall Committee Room.
