Report from Borough Councillor:
Corby BC Medium Term Financial Strategy meeting reports a strong position. Any large unforseen capital expenditure may require some balancing with other services.
Corby BC may appoint a dedicated Woodland Officer.
Report from Rockingham Speedway showed satisfaction with SED weekend.
The PC is encouraged to respond to the LDF where it touches Gretton.
Chair reported that the meetings at Rockingham Speedway had approved finishing times of 1am (outside) and 2am (inside) but pointed out that 'inside' refers to a marquee.
CC not present but chair reported that Northants CC is unhappy with the housing levels proposed by ODPM. The present infrastructure can only sustain 3000.
Village Plan:- Tim Fox introduced the LDF for CorbyBC. This is site specific for Gretton and mentions Parish Plans so we can agree most items. 50 houses are already agreed for Avenue Farm in addition to the map.
For Corby the plan is to develop in urban areas with no current necessity to redefine village boundaries. The LDF could be used to support opposition to the Southfield Road proposals. It identifies the need for affordable housing and supports employment opportunities in villages.
Corby Policy: - Keep village boundaries; encourage employment and occasional farm building conversions; keep investment in Corby, not villages; affordable housing may be allowed outside village boundaries; support small retail plans in villages.
Gretton: - No change. Village infill plans down to need. Preserving old parts of the viliage.
Four Green areas are identified:- Next to Village Hall; Behind Church; Behind Old Vicarage and the end of Arnhill Road.
Tim Fox agreed to respond on behalf of the PC.
