2 Meeting open to the public
Mr & Mrs Gardiner explained why they had applied for retrospective planning permission for extension at the side of 29 Kirby Rd.
Chairman commented that Grace Sanders had done a good job cleaning up and painting at the top of Clay Lane, Clerk to send a letter of thanks to her. Cost of paint, which the P.C. had agreed to pay for, would be approx. £40.
3 Declaration of Councillors' Interests.
Chairman reminded Councillors that they should declare an interest where this was involved.
4 Minutes of meeting held 9 May 2005 were confirmed as a true record and signed by the chairman.
5 Report from Borough Councillor
In his absence the clerk read out report submitted by Phil. Bromhall.
Reported that there are no plans in the foreseeable future to extend the Northern Orbital Rd through Brookfield plantation.
Parish Council will be notified of the proposed reorganisation of Snr. Officers and Depts. In C.B.C.
He will try to summarise the Community criteria for application for grant from Community fund.
He understands that the eviction process of travellers on CBC land by power station is underway.
New committee structure is now in force with one Major Policy committee and one Major Scrutiny committee.
The Primary School Head wishes to encourage citizenship by having representation on P.C. by primary children. It was agreed this could be discussed more fully in two years time when elections are due but if there is a particular item for discussion the Head Teacher could bring a group of children to the P.C. meeting.
6 Report from County Councillor
Stan Heggs reported that initially he would be trying to get round to all the Parishes in the Corby Borough to find out what they wanted. However two of the problems he would be looking at would be grass verges and road safety.
7 Matters Arising from Minutes
In the absence of Paul Seaton clerk was not sure if Paul Branagh had cleaned off the Graffiti. Told the job had not yet been done so clerk to talk to Paul Branagh.
8 Village Plan
Meeting that should have been held did not happen, there will be a meeting in 3/4 weeks so no report at this meeting.
9 Correspondence
a Letter of Resignation from Sue Forsey - this was accepted with regret and clerk to write thanking her for her service over the years. Clerk to arrange advertisement for a replacement.
b Request for grant for grass cutting from Baptist Church - agreed £350
c MP's surgery dates - already on Notice Board.
d BTCV newsletter and offer of volunteers - as secretary is away agreed to hand to chairman (Neville Rumbelow).
e Community Planning Network MKSM summary - in circulation file.
f Boundary Committee - views to be sent to Boundary Committee by 8 August - clerk to send letter.
g Report about sewerage system in recreation ground - this said there were no problems at the moment but the fall was not very much and should be looked at. Clerk is awaiting quotes from builders about renewing.
h Questionnaire re Open Space provision and needs in CBC - to be completed by clerk by 20 June 2005.
i Village of the Year Presentation Wednesday 27 July - need names of reps going to presentation - can be sorted at the next meeting.
j North Northants Joint Planning Unit meeting Diamond Centre 7 - 9 p.m., also Issues and Options consultation - Tim Fox agreed to look at both these items.

10 Highway Matters
a Reps Review - circulation file. Clerk was asked to look at grass cutting on the L.H. side down to Church Gap.
b Objectives of Sustainable Transport - circulation file.
c Open Day 11 June - clerk had replied no one available.
d Reply received about Kirby Rd footpath - this is being put forward for programming, but not known when it will happen.
11 Planning Matters
a Side extension - 29 Kirby Rd - following discussions under item 2 no observations were made.
b Internal alterations and insertion of dormer windows - Village Farm, 3 Maltings Rd - thought it would be more appropriate to put windows facing South and to look at the windows on the corner of Maltings Rd for a better design of window.
c Letter received from Barber Assoc. re Corus development Finch Hatton Dr/Corby Rd; this referred to items queried in our letter to CBC. Tim Fox agreed to write to them asking for more details. Tim fox understands that this will be discussed at the Development control meeting 28 June and thought someone should speak on our behalf, he is not available and Marshall Ferguson agreed to speak at that meeting. Ailsa Dempster declared an interest in that item.

d Change of Auditor's name to BDO Stoy Hayward.
e The committee accepted the Statement of Accounts and Statement of Assurance as completed for auditors.
f When assets were reviewed in February it was agreed that when the PC took over the Sports & Social Club buildings it would be at their book value, this would be approx £50,000. However, as previously suggested by the auditors that we should use a minimum of valuation for Insurance purposes, this would mean a valuation of £130,751 - this figure was approved.
13 Police Matters
Police Community Support Officer Phil. Beckett attended the meeting and gave a brief summary of his work pattern, he would work 7 days and have 3 days off, his shift pattern would vary but would mainly be evenings and nights. He was aware of speeding in Kirby Rd and will be in touch with patrols to keep an eye on this problem. The riding of mini-motor cycles had been reported to him and he had identified and warned three people what would happen if they continued. One of these ignored the warning and has had the cycle taken from him. He asked that all events be reported to him however minor, so that a pattern can be built up of each type. He asked for dates of Parish council meetings as he intends to attend as many as possible.
A letter was received from the new Commander of the Northern Police Area introducing himself.
14 Any Other Business
Marshall Ferguson asked clerk to send a letter to Mr J Sharman of Harborough Hill House regarding his purchase of the land in Rockingham Rd that travellers had purchased for their own use.
He asked Barrie Woolley if he would have words with Mr Latham regarding overhanging tree on his property.
Tim Fox had received a complaint that the grass had been cut in Kirby Rd, just below Southfield Rd, but only about half of the width of the grass, the other half looks a mess. Clerk to chase CBC on this matter.
He also reported that Simon Anderson was interested in serving on the committee.
He had had complaints that the Parish Newsletter had not been received in certain houses in Arnhill Rd, Maltings Rd, and Harringworth Rd.
Ailsa Dempster reported that the hedge at the bottom of Caistor Rd is overhanging the footpath but we are not sure to whom this belongs; also the hedge in High St round the corner from Caistor Rd.
Birdcage walk is very overgrown and dangerous to people pushing prams there, clerk to contact CBC.
She also asked for help in re-laying the hedge, which belongs to Spendloves, before the new Village Hall is built. It was thought it might be better to leave until the new Village Hall has been built.
