Present: Marshall Ferguson - chair, Ailsa Dempster, Paul Seaton, Barrie Woolley, Tim Fox, Sue Forsey, Vic Clark, Phil Bromhall - Borough Councillor, Phil Oram - clerk, 1 member of the public.
Before the meeting proper Ian Tattershall, CBC, gave a talk on the council policy regarding street lighting; in general there will be no public lighting on privately owned roads. The council would normally agree with the developer what lighting is required to be installed. It was agreed that a lighting plan of the village would be sent to the Parish Council and this would be checked out showing what is acceptable, what is unacceptable and where additional lighting is required. He accepted that CBC was responsible for lighting in the village and that lighting problems could be reported to a Sheila Hanson, this instead of reporting to 'Clarence'. Chairman thanked Ian Tattershall for coming to the meeting to explain the lighting situation.

2 Meeting open to public - member of the public (Carl Butler) wished to answer any questions about proposed planning permission for alterations to the Hatton Arms, reported under Planning Matters.
3 Declaration of Councillors' Interests
Chairman reminded Councillors that they should declare an interest where this was involved.
4 Minutes of meeting held 10 May 2004 were confirmed as a true record and signed by the chairman.
5 Report from Borough Councillor
Phil Bromhall reported on 'Activities for the Over 50s - Ailsa Dempster has already organised a computer course in September in the Village Hall.
Also reported on a trial for collection for 'Green Waste' would start with the villages.
He had discussed the suggestion of affordable homes being built in the area between Kirby Rd and Fulwell Ave with N. Stronach who had asked for a letter to be sent to him setting out why this is required, who will benefit, mixture of type of homes and copies to be sent to certain other interested people.

7 Matters Arising from Minutes
a Paul Seaton gave a report on the lease with the Sports & Social Club; there were one or two minor alterations to be made and these would be made and then sent to Sports & Social Club for approval.
b New sewerage pump has been fitted but last week-end the sewer was blocked again and pump was not working, this was made to work again by Ralph Binder but concern was expressed over the general sewerage problem.
c Clerk gave a brief report on the Housing Strategy Consultation and Chair gave a brief report on the meeting at Deene to discuss the specific proposed plans for housing in that area.
8 Correspondence
a Awards for All year-end report had been sent and confirmation received that award is now closed; as there is £116 left a request that it is spent on the project.
b Notification of application to transfer of licence and for consent for alterations of licence premises - Hatton Arms.
c Information on Village Signs - no action.
d Thank you letter from Gretton Baptist Church for donation towards cemetery maintenance.
e Annual Report from Phil Hope - circulation file.

d Year-end accounts were discussed and approved by the council.
12 Police Matters
Police reported that a local resident had been seen dumping garden rubbish at the bottom of 'church gap'; he informed police that it would be pushed into the field later. Told he would be prosecuted if caught doing it again.
13 Village Plan
Information is still being input into computer after which there is analysis to be done. There will be a meeting of the committee on Thursday 17 June to discuss the next stage. It is expected there will be a report available in Sept/Oct and plan should be finalised by Dec.
14 Any Other Business
Marshall Ferguson reported that a local resident had a considerable amount of soil to dispose of and he wondered if it could be used to fill in the hole in Stone Pit Close, this would be looked at in more detail.
Tim Fox reported that the BMX area is in need of tidying up - suggested that O'Connors strim this area as required - clerk to pursue; he also said that in the Risk Assessment it talks about a weekly/monthly check by CBC - clerk to check with CBC.
He also reported that the new sign for Caistor Rd reads 'Caistor Lane' which is correct? - clerk to pursue.
The new BT phone directory has been delivered to the village but is the South Lincolnshire directory - clerk to find out what the situation is.
Tim Fox would like 2 copies of the Welcome Pack and Vic clerk 3 copies - Ailsa Dempster will sort.
Vic Clark asked for help with taking down the 'speed' signs as he is unable to do this - Marshall Ferguson offered to do this.
Sue Forsey reported that 'Clinkers' footpath, the footpath from church gap to Harborough Hill and the new footpath near the railway line are all in need of clearing. She also agreed to talk to Mrs Mullins, of Hall Cottage, regarding the nettles growing out of the walls next to Hall cottage.
She also reported that the '50 cent' concert held at Rockingham Motor Speedway had explicit language that could be heard in the village.
Paul Seaton reported that the hedge of the property in Fulwell Ave by the side of the footpath from Kirby to Fulwell Ave needs clearing - this is subject to asking CBC to clear both such footpaths from Kirby to Fulwell Ave.
Also reminded the council that an offer had been made to clear 'church gap' if council would provide a skip.
Ailsa Dempster reported that the footpath near the bottom of Station Rd has been cut back but it has still not been cut down to the bottom of the hedge so that the footpath is cleared properly.
She also reported Tony Sheffer had had an old wheelbarrow left in his gateway and wondered if anyone else had had any similar incidents.
Also reported that she had arranged for the Bus shelter to be swept out and a clean up around the Village Hall.
Terri Meechan asked for permission for a small fair to come onto the recreation field on 29 August when the Tony Britt Memorial under 11 cricket tournament will be held, a percentage of their proceeds will be donated to McMillan Nurses fund.
