The meeting was addressed by Katanya Barlow, Principal Planner for Local Plans at CBC. She presented the implementation of the Corby Plan and its impact on Gretton and the rural areas. Phil Bromhall(BC) reported that many minor matters of concern had been taken on board by CBC and endorsed the presentation. Andy Royle registered concern that the Parish Council voice is not heard in planning matters.

The meeting was then opened to the public and addressed by Dennis Greenan relating to Community Speedwatch. He asked for volunteers to operate speedguns around the village. 300 signatures are needed to get the project underway by means of a petition. Terri Meechan to liaise with Dennis to inform the village.
Chair reminded councillors to declare interest where applicable.
The minutes of the meeting held on 10 April was confirmed as a true record and signed by the chairman.
Report itom Borough Councillor
Phil Bromhall reported a vacancy on the Rural Area Forum.
An incident of unruly behaviour at Bluebell Inn where Police were called has been dealt with by letter to the licensee relating to Licensing and Environmental Health Issues.
The village is invited to respond to problems with footpath and road maintenance by referring to Street Doctor.
Parish Councils Forum - Preferred Options paper will lead to change in planning outcomes. Currently the local plan is main guidance but Preferred Options contains, as a result of consultations, many favourable village proposals.
Report itom County Councillor
Stan Heggs reported that a workshop was proposed to discuss village issues.
Planning outline for house on Station Road! Hatton Lane has been moved. Bob Seery has offered one morning per month to go around village with Stan to discuss problems.
No matters arising from the minutes
Village Plan
Rockingham Forest Trust have proposed a village walk linked to the Parish Plan with regard to future plans for the village.
Tim Fox reported a Forum to be arranged with interested parties relating to developer's plans and cash arising from local schemes.
Rural Area Forum
Job Description for Rural Pride Officer was discussed and received positively. Tim Fox agreed to write to CBC with observations.
Correspondence
Barrie Woolley introduced a letter from CBC to be read and filed relating to his land usage. Mrs. D. Foster was unable to enforce use of land for agriculture as it had been used for storage and sale of redundant crash barriers and railway sleepers for in excess often years.
Insurance renewal documents received. Andy Royle had examined them and was happy with the amounts insured. Clerk to discuss with Cornhill the war memorial with view to sum insured of £50,000. Clerk to check with Tom Guest if he has a record of names on the memorial.
Clerk wrote to Atkins on 11 April 2006 regarding removal of rubbish from Clinkers footpath. Reply received 18 April 2006 promising action within one month.
Clerk wrote to Mrs. Greenan relating to the project with Community Speedwatch. This was progressed under item 4.
CBC replied to Clerk's letter of 14 March 2006 promising to keep Parish Council informed of all Section l06 negotiations. Invitation to renew CPRE membership.

Clerk to write to CBC regarding concerns over loss of verge; care of neighbouring trees and general landscaping; on-road parking.
An application has been received from Rockingham Speedway to extend Liquor and Music permitted hours. The Parish Council is keen to keep the current decibel range and number of events permitted. Tim Fox agreed to write on behalf of PC.

Any Other Business
Terri Meechan raised problem of season's overlap between cricket and football. Proposed meeting with clubs and PC rep.
Tim Fox introduced the proposal for development beyond Southfield Road. This would provide 100 homes and a wildlife area.
The developers propose that in return they would drop their rights to quarry for minerals; contribute up to £300,000 to the Village Hall Project; promote traffic calming measures; provide an open space on site and contribute to the School's increased costs.
Clerk to write back in general terms.
Carl Butler has offered PC free use of the refurbished Band Room at Hatton Arms for meetings. Clerk to reply accepting on occasional basis.
Terri Meechan raised problems relating to drainage in Gretton Brook Road after construction of the exhibition area. Clerk to write to E. Northants asking what provision has been made.
Ailsa Dempster raised state of land around the Water Tower. Clerk to write to Anglian Water requesting them to clear the rubbish.
